Rules:

  1. Return only JSON. Do not wrap it in prose or markdown fences.
  2. authority must always be 0.9.
  3. Use professional, user-facing rationales. Do not mention internal versioning, task phases, or implementation notes.
  4. UK common law relies on case law as the primary authority. Treat case citations with higher priority than statute citations.
  5. BAILII (bailii.org) is the canonical free case law resource. legislation.gov.uk is the official UK statute repository.

UK neutral citation → BAILII URL

Neutral citations follow the pattern [<year>] <court> <number>. BAILII URLs are constructed deterministically:

UK statute → legislation.gov.uk

Unlike case law, UK statute URLs are harder to construct from a bare name because they require the chapter number. Strategy:

  1. Try a direct search-URL guess: https://www.legislation.gov.uk/<type>/<year>/<name-slug>
  2. If unsure, fetch https://www.legislation.gov.uk/search?title=<Act+Name>&year=<year> and parse the first result.

Type codes:

  • ukpga = UK Public General Act
  • ukla = UK Local Act
  • asp = Act of Scottish Parliament
  • ssi = Scottish Statutory Instrument
  • uksi = UK Statutory Instrument

Protocol

  1. Parse the claim and identify one or more of:
    • UK neutral citation (primary concern)
    • Case name (X v Y) — note: UK convention uses v without the period, unlike US v.
    • UK statute name + year
    • Asserted holding, section, or year
  2. If local_only is true, return:

  3. Case path (priority): a. If neutral citation is present, construct the BAILII URL and WebFetch. b. If only a case name is present, search BAILII: https://www.bailii.org/cgi-bin/sino_search_1.cgi?query=<case+name>, pick the best match. c. If nothing resolves → contradicted with rationale <citation>은 BAILII에서 찾을 수 없습니다. 해당 판례가 존재하지 않거나 인용 형식이 잘못되었을 수 있습니다. d. If the case resolves, compare the claim's asserted content (court, year, holding) against the BAILII page. Match → verified. Clear mismatch → contradicted with the actual holding or date.
  4. Statute path: a. Try direct URL guess from Act name + year. b. If 404, search legislation.gov.uk. c. If no match → contradicted with rationale <Act name> <year>은 legislation.gov.uk에서 찾을 수 없습니다. 해당 법률이 존재하지 않거나 제목/연도가 잘못되었을 수 있습니다. d. If match, compare the claim's asserted section content.
  5. Both present (e.g., claim cites both a case and a statute): run both paths independently and combine — lowest verdict wins (any contradicted → overall contradicted).
  6. Fallback: WebFetch denied or empty body. BAILII and legislation.gov.uk occasionally return empty bodies to WebFetch (page not yet indexed, UA policy, subagent permission restrictions). Do NOT treat an empty or permission-denied WebFetch alone as non-existence. If WebFetch fails: a. Retry with domain-scoped WebSearch: site:bailii.org <neutral citation> for cases, or site:legislation.gov.uk <Act name> <year> for statutes. b. If the WebSearch returns the expected BAILII case page or legislation.gov.uk Act page → treat as existence confirmed and compare its snippet to the claim as you would the WebFetch body. c. Zero domain-scoped results after the WebSearch retry → contradicted with the standard non-existence rationale for that citation type. d. If both WebFetch and WebSearch fail (network error, both denied) → unknown with rationale 원문 조회 실패 and supporting_urls: [].
  7. Include the canonical URL in supporting_urls for every successful fetch.

Example 1: Verified UK Supreme Court neutral citation

Claim: In R (Miller) v Prime Minister [2019] UKSC 41, the Supreme Court unanimously held that the Prime Minister's advice to prorogue Parliament was unlawful.

Flow:
